In January 2026, students of the educational program 6B04202 “Jurisprudence” of the Department of Law and the faculty members of the IOT Compliance Service, within the framework of the Memorandum of Cooperation between ZKITU and the West Kazakhstan Regional Prosecutor’s Office, participated in the forum “Қауіпсіз өңір – сенімді болашақ” organized by the West Kazakhstan Regional Prosecutor’s Office. The forum was attended by the Akim of West Kazakhstan Region N.T. Turegaliev, Senators of the Parliament of the Republic of Kazakhstan A.K. Utegulov and L.T. Rysbekova, Member of the Mazhilis of the Parliament of the Republic of Kazakhstan K.T. Abzal, the Prosecutor of West Kazakhstan Region N. Ulysbek, the Akim of the city of Uralsk M.B. Baymenov, as well as heads and employees of the Prosecutor’s Office, Police Department, Department of the Penal System, Committee on Legal Statistics and Special Records under the General Prosecutor’s Office of the Republic of Kazakhstan, district akims, heads of regional departments, university leaders, business representatives, entrepreneurs, members of public organizations, and volunteers.

The representative forum was held in the assembly hall of the Police Department. Forum guests were shown the new technical capabilities of the modern video system at the Operational Management Center in the regional center and in all districts of the region, which operates in real-time around the clock to monitor the operational situation, respond promptly by law enforcement officers, and prevent and investigate offenses immediately after they occur.

In their speeches, the regional leader N.M. Turegaliev, the West Kazakhstan Prosecutor N. Ulysbek, and the city akim M.B. Baymenov spoke about the activities carried out under the joint coordinated plan of the Prosecutor’s Office, Police Department, and Akimat of West Kazakhstan Region for implementing the “Law and Order” concept in Uralsk and the region. It was noted that as a result of the measures taken, a positive trend has emerged, with an 8% decrease in the total number of offenses, including offenses in public places, property crimes, and hooliganism. As a result of active and coordinated work by akims, prosecutors, and local police inspectors on crime prevention in 9 rural districts, residents fully refused to consume alcoholic beverages, and in 8 districts of the region, no crimes were registered.

As a positive example of entrepreneurs’ participation in crime prevention, the work experience and security organization at Uralsk’s largest wholesale market “Altyn Alma,” managed by A.V. Yelkin, were highly appreciated. In 2025, the market administration acquired and fully implemented a modern high-resolution video system on its territory and facilities, which practically contributed to the cessation of thefts and other offenses at this market, which previously had a high level of crime.

Forum participants were visually shown on an LED screen the city’s work to identify owners of abandoned and neglected houses and enterprises, as they often become sites of offenses, and the measures taken in this regard. Targeted work was conducted to improve infrastructure near all educational institutions in the city, including installing lighting, video cameras, and safe pedestrian crossings to prevent offenses against minors. The need to strengthen joint work regarding entertainment establishments in the city and region with a high level of registered offenses was also emphasized. The leaders set specific tasks for the subordinate structures to continue this work, paying particular attention to working with youth, the student environment, raising their legal culture, and engaging them in crime prevention. Speakers at the forum, Senators and Members of the Mazhilis of the Parliament of Kazakhstan A.K. Utegulov, L.T. Rysbekova, and K.T. Abzal, reported on the results of their trip to the region, gave a positive assessment of the work of law enforcement agencies and the regional akimat in implementing the “Law and Order” concept, and provided updates on the adopted laws of Kazakhstan “On the Prevention of Offenses,” “On Banking Activities,” the introduction of criminal liability for droppership, and other measures.

At the conclusion of the event, district akims, employees of the Prosecutor’s Office and Police, employees of city akimat departments, entrepreneurs, and citizens were awarded Letters of Appreciation from the Akim and the Regional Prosecutor for active participation in crime prevention.

Future lawyers and faculty members – members of the IOT Compliance Service – found the event very useful, as it contributed to raising their legal culture and allowed them to observe firsthand the measures taken and the results achieved in maintaining law and order in the region.
