On October 24, 2025, within the framework of the Memorandum of Cooperation between the West Kazakhstan Innovative Technological University (WKITU) and the Bar Association of the West Kazakhstan Region, and in accordance with the work plan of the Department of Law, a guest lecture was held in the new auditorium No. 7 of the educational building for 2nd, 3rd, and 4th-year students of the educational program “6B04202 – Jurisprudence.”

The event was attended by members of the Regional Bar Association — A.I. Tauzhanova, T.B. Sarsenova, and E.A. Karagoishieva.

The lecture topic was: “The Role of the Lawyer in Protecting the Constitutional Rights of Citizens in the Republic of Kazakhstan.”

For first-year students studying the disciplines “Law Enforcement Agencies of the Republic of Kazakhstan,” “Advocacy in the Republic of Kazakhstan,” and “Professional Ethics of the Lawyer and Anti-Corruption Culture,” the lecture of experienced practicing lawyers was of particular interest. These specialists have extensive experience in both law enforcement and advocacy.

The moderator of the event, Associate Professor of the Department of Law, Candidate of Legal Sciences T.Kh. Rakhmetov, introduced the guests in detail at the beginning of the lecture:

– Akylbek Meekenovich Tauzhanov — veteran of the internal affairs bodies, police lieutenant colonel (in reserve). He began his career as an investigator and later headed the Investigation Department of the Uralsk station. He has been teaching at WKITU since the university’s foundation (25 years) and has been practicing law for more than 20 years.

– Tamara Balgybaevna Sarsenova — veteran of the prosecutor’s office, retired officer of the Ministry of Justice. She has over 20 years of experience in the Ministry of Internal Affairs, the State Investigation Committee, and the Prosecutor’s Office. She investigated serious and especially grave crimes such as murders and robberies. She has been working as a lawyer for the past 9 years.

– Ertay Amangeldievich Karagoishiev — police lieutenant colonel (in reserve), veteran of the internal affairs bodies. He served from a district inspector to deputy head of the Department of Inquiry for the region and head of the Zhanibek District Police Department. He has been a member of the Regional Bar Association and a lecturer for 9 years.

The lecturers’ rich practical experience in both law enforcement and advocacy immediately captured the students’ attention.

Through examples from their professional practice, the lawyers explained the role of the defense attorney in criminal proceedings, his powers, rights, and duties as defined by Articles 66 and 70 of the Criminal Procedure Code of the Republic of Kazakhstan.

In their speeches, the lawyers discussed the practical application of the norms of the Constitution of the Republic of Kazakhstan.

In particular, they emphasized that according to Article 13, paragraph 3, every citizen has the right to qualified legal assistance, and according to Article 16, paragraph 3, every detained or accused person has the right to legal counsel from the moment of detention or arrest.

This right ensures the protection of a person’s constitutional rights and freedoms.
The lawyers answered all students’ questions, wished them success in their studies and academic growth, and invited them to participate in internships and future employment at the Bar Association upon graduation.
At the end of the lecture, Professor T.Kh. Rakhmetov expressed gratitude to the guests on behalf of all faculty members and students of the Department of Law, congratulated them on the Day of the Republic of Kazakhstan, and wished them professional success and family well-being.
