On April 17, within the framework of the Memorandum of Cooperation between WKITU and the Department of the Penitentiary System for the West Kazakhstan Region, a practice-oriented class was conducted for students of groups 32O and 33O of the “Jurisprudence” educational program, who in the second semester are studying the discipline “Penitentiary Law of the Republic of Kazakhstan,” at Institution No. 74 of the Penal Correction System of the West Kazakhstan Region.
The class for law students on the topic “Regime of Detention and Execution of Sentences in Mixed-Security Institutions” was conducted jointly with the institution’s practical staff and Associate Professor of the Department of Law, Candidate of Legal Sciences Rakhmetov T.K.
First, in the assembly hall, the Chairman of the Veterans’ Council of the institution, Ashirepov K.S., informed the students about the history of this division, which is currently recognized as an architectural monument in Kazakhstan. The building of the pre-trial detention facility was constructed in the 18th century by Italian builders. The quality of construction work and materials used allows it to continue functioning to this day without a single escape incident. In the museum, technical designs of the institution and photographs from previous years of the division’s activities were presented. The students were introduced to generations of employees who worked in the institution, including veterans of the Great Patriotic War, as well as a new book on the history of the Penitentiary System in our region.
The Deputy Head of the institution, Lieutenant Colonel of Justice Akhmetkaliyeva L.K., and responsible staff introduced the participants to the procedures for admission and release of detainees and convicted persons, internal regulations and daily schedule, their rights and obligations, as well as medical, sanitary, and social support. The cells where the inmates are held were also demonstrated. A guest cook presented the two-day meal menu for the inmates, which was notable for its variety. The students answered questions from the institution’s staff based on their theoretical knowledge of the discipline.
Undoubtedly, such employer-based classes help students to better consolidate their theoretical knowledge in practice. The staff of the Penitentiary System answered all students’ questions, wished them success in their studies, and invited them to undergo practical training and, after graduation, to join the service in the institution. Associate Professor Rakhmetov T.K. also expressed his gratitude to the staff of the Penitentiary System for the informative event and wished them health and success in their service.
