On November 28, within the framework of the signed Memorandum of Cooperation between ZKITU and the West Kazakhstan Police Department, a guest lecture was given by the head of the Department for the Investigation of Crimes against the Person of the SU DP in West Kazakhstan region, Lieutenant Colonel N.B. Bekmashev, on the topic “The role of the investigator in the investigation of property crimes” at the Department of Law for students of the 6B04202 Jurisprudence educational program.
The lecturer told the students in detail about the role of the investigator in the criminal process, in the pre-trial investigation at all its stages, according to art.60 CPC RK. Today, more than 90% of all criminal cases in the law enforcement agencies of the Republic are investigated by investigators of the Ministry of Internal Affairs of the Republic of Kazakhstan, which indicates the heavy workload and responsibility of the investigators of this department. At the same time, a large proportion of property crimes are fraud, theft of other people’s property, robberies and robberies committed against citizens and legal entities. Today, the investigator’s use of modern forensic technology, scientific techniques and skillful interaction with the operational forensic unit, criminal police officers, district inspectors and other internal affairs services allow the investigator to successfully investigate these crimes. This ensures the constitutional rights of victims and other participants in the criminal process. The police lieutenant Colonel gave examples of the investigation of multiple criminal cases of cattle rustling, apartment thefts, fraud and bringing the accused to trial, as well as sentencing the perpetrators in our region. Nurtas Ualievich also spoke about his path of becoming an investigator, where he has been working for 20 years, the prestige, features and future prospects of working in law enforcement agencies, the social package, the benefits of this profession, and invited students to practice and work as an investigator upon graduation.

Rakhmetov, a veteran of the investigative service, a police colonel in the reserve, an “Honored Worker of the Ministry of Internal Affairs of the Republic of Kazakhstan”, an associate professor of the Department of Law, Candidate of Law, who shared his professional path with the students.He told me how he had been working since 1985. as an investigator of the Terektinsky District Police Department, the leadership of the SU Department of Internal Affairs of the West Kazakhstan Region instructed him to investigate a number of complex multi-episode criminal cases related to the theft of funds on an especially large scale, where a large number of investigative actions had to be performed, so it was necessary to interrogate more than 400 witnesses and victims in the framework of only one criminal case, to conduct many forensic, forensic construction and accounting examinations, to go on business trips to conduct investigative actions in the Moscow region, The Ulyanovsk region and the territory of Chechnya of the Russian Federation and the completion of these cases by sentencing the accused. Having started working as an investigator and senior investigator for 4 years, this later helped him in his further service in the DP, where he worked for 36 years in many senior positions.
The veteran shared his years of study at the Karaganda Higher School of the USSR Ministry of Internal Affairs, active participation in student scientific Olympiads of all rounds, was chairman of the Council of excellent students of the KVSH, a distinguished F.E. Dzerzhinsky scholarship holder and the winner of the All-Union Student Olympiad in Sverdlovsk in 1984. , as part of the national team of lawyers from the Kazakh SSR in the discipline of Criminology .The students were shown a summary of the textbook “Forensic examinations” made by him during his student years, due to the shortage of legal literature at that time, which he successfully applied in his practice.
Talagat Khasanovich wished the students a conscientious attitude to their studies, adherence to the rules of academic integrity, passion for scientific work, active participation in the social life of the university and leading a healthy lifestyle, physical education and sports, which will lead them to success in life. He also called on young people in life to be purposeful and dedicated to the legal profession, as it serves citizens in protecting their rights and freedoms.
