On April 1, 2026, the Compliance Service of IOT organized a meeting between first- and second-year students and representatives of the Police Department. The event was held within the framework of the Memorandum of Cooperation between the Police Department and WKITU.
The purpose of the meeting was to implement the “Law and Order” concept, improve students’ legal awareness, prevent offenses, and in particular explain and prevent cases of stalking among students of the institution.
The moderator of the event was T.Kh. Rakhmetov, Compliance Officer of IOT, retired police colonel, Associate Professor of the Department of Law, Candidate of Legal Sciences. He introduced the guests and participants of the meeting. The event was attended by Police Major D.M. Satarova, Head of the Department for Combating Domestic Violence of the Public Security Directorate of the West Kazakhstan Region Police Department, and Police Captain R.Zh. Kumargaliev, Senior Inspector of the same department, as well as faculty members, compliance service members, advisors, and students.
In their speeches, police officers addressed the prevention of domestic violence and juvenile delinquency, and provided a comprehensive explanation of the nature and signs of stalking.
Stalking is a new type of criminal offense introduced in 2025 in Article 115-1 of the Criminal Code of the Republic of Kazakhstan. It includes repeated calls, messages, surveillance, intrusive attempts to establish contact, monitoring through social networks, and other forms of harassment carried out against a person’s will. Such actions cause psychological harm and create a threat to personal safety.According to the sanctions of this article, penalties include a fine, community service, or arrest.Three stalking cases have been registered in the region, two of which were considered in court, and the perpetrators were held criminally liable.
Students were provided with recommendations on how to behave in situations where signs of stalking or domestic offenses occur, whether involving themselves, their relatives, or acquaintances. Informative videos were demonstrated and thematic brochures were distributed.
The guests also answered all questions from students and faculty members.
At the end of the event, moderator T.Kh. Rakhmetov, on behalf of the faculty and students of IOT WKITU, thanked the police officers for their participation in the informative meeting and wished them good health and success in their service.
