On October 29, 2025, a meeting was held in the Assembly Hall of the Institute of Industrial Technologies at WKITU with 2nd-, 3rd-, and 4th-year students of the educational programs 6B07201, 6B11301, 6B07101, 6B07102, 6B06104, 6B07104, and 6B07105 from the Departments of “Transport and Technologies,” “Oil and Gas Engineering,” and “Energy, Automation and Computer Engineering,” with the participation of representatives from the Department of Police of the West Kazakhstan Region.

The event was organized to explain the Address of the President of the Republic of Kazakhstan, K.K. Tokayev, to the people of Kazakhstan dated September 8, 2025, titled “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions Through Digital Transformation.”

The event was attended by the teaching staff of the departments, academic advisors, and students. Police officers provided a detailed explanation of the main directions of the President’s Address.

The meeting was moderated by the Compliance Officer of the Institute of Industrial Technologies, retired Police Lieutenant Colonel, Candidate of Juridical Sciences, and Associate Professor of the “Law” Department, Talgat Khasanovich Rakhmetov.
He opened the meeting and introduced the invited guests:
– Operational Officer of the Organized Crime Department of the WKR Police Department, Police Captain Ernar Bazarbayevich Bisen;
– Deputy Head of the Cybercrime Counteraction Department of the WKR Police Department, Police Major Olzhas Alibekovich Shuynshaliev;

– Senior Inspector for Special Assignments of the Local Police Service, Police Major Alisher Nurlanovich Utegenov;
– Operational Officer of the Drug Crime Counteraction Department of the WKR Police Department, Police Lieutenant Colonel Bagdat Amanzholovich Tugelov.

In his speech, T.Kh. Rakhmetov noted that this event was aimed at strengthening legal culture among students, fostering the principles of integrity and honesty, promoting respect for the law and public order, and developing intolerance toward violations of the law.

Representative of the Local Police Service, Police Major A.N. Utegenov, discussed in detail types of minor offenses such as smoking, littering, and the use of obscene language in public places, as stipulated by Article 434-2 of the Administrative Offenses Code of the Republic of Kazakhstan. He emphasized that these offenses are punishable by a fine of 20 MCI or up to 40 hours of community service. He also addressed issues related to compliance with traffic regulations, crossing at undesignated areas, and other violations affecting public order.

In his report, the police officer presented statistics on the increase in offenses among minors and students, providing specific examples from practice. He also mentioned that the new draft law “On the Prevention of Offenses in the Republic of Kazakhstan” includes new measures to encourage citizens who actively participate in preventing violations of the law. During the event, a thematic video was also shown.

Deputy Head of the Cybercrime Counteraction Department, Police Major O.Ä. Shuynshaliev, in his speech, focused on the growing spread of illegal activities among young people and spoke about the new Article 232-1, introduced into the Criminal Code of the Republic of Kazakhstan in September of this year. This article provides for imprisonment for up to 7 years for cybercrimes. He also shared specific examples of methods used by online fraudsters and explained how citizens can protect themselves from such schemes.

In conclusion, Candidate of Technical Sciences and Associate Professor of the “Transport and Technologies” Department, Okas Kozhaberegen, shared his personal and professional experience, encouraging students to be hardworking, honest, and fair. He also reminded students of the importance of strictly following the WKATU Code of Academic Integrity and Honor, as well as the requirements of the law, and of promoting these values among their peers.

Summing up the meeting, moderator T.Kh. Rakhmetov, on behalf of the faculty and students of the Departments of “Transport and Technologies,” “Oil and Gas Engineering,” and “Energy, Automation and Computer Engineering,” expressed gratitude to the police officers for their active participation in the event, wished them success in their professional duties, and expressed confidence in the continued strengthening of mutually beneficial cooperation with the university.
