On August 27, 2025, the Regional Conference on the topic “Historical Roots and Legal Evolution of the Constitution of Kazakhstan” took place in the conference hall of the West Kazakhstan Innovative-Technological University. The event was timed to coincide with the 30th anniversary of the adoption of the Constitution of the Republic of Kazakhstan, which became the foundational document of the independent state.
The conference brought together scholars, educators, students, and experts in the fields of history, law, and constitutional development. The moderator was Tasmagambetov A.S., Doctor of Historical Sciences, Professor, Director of the Institute of Education and Management.
The conference was opened with welcoming remarks by the Deputy Head of the West Kazakhstan Regional Department of Social Development, Shukeeva Gulzhanar Bolatovna, and Candidate of Technical Sciences, Associate Professor, Rector of WKITU, Shakechev Bekbulat Temirzhanovich. In their addresses, they emphasized the significance of the Constitution as the foundation of Kazakhstan’s sovereignty and democratic development, noting its role in strengthening statehood and the continuity of historical traditions.
During the conference, the following reports were presented:
- “Improving the Existing Legal System Based on the Constitution of the Republic of Kazakhstan” (speaker: Kustavletov Kh.M., Candidate of Legal Sciences, Associate Professor);
- “Development of State-Religious Relations in Kazakhstan: Characteristics from a Legal Perspective” (speaker: Tasmagambetov A.S., Doctor of Historical Sciences, Professor, Director of the Institute of Education and Management);
- “Influence of the USSR’s Collapse on the Formation of Kazakhstan’s First Constitution of 1993” (speaker: Abdrakhmanova R.L., Candidate of Historical Sciences, Associate Professor);
- “The Constitution and History of Kazakhstan: Issues of Continuity” (speaker: Kurmanalin S.B., Candidate of Historical Sciences, Associate Professor);
- “Reflection of Nomadic Democracy in Constitutional Norms and Lessons from History for Kazakhstan’s Legal System” (speaker: Ernazarov Zh.T., Candidate of Historical Sciences, Associate Professor, Head of the Department of History and Law).
The reports covered key aspects of the historical path of forming Kazakhstan’s constitutional system: from the influence of the USSR’s collapse on the 1993 Constitution to the principles of the 1995 Constitution as the basis of the modern state, the reflection of nomadic democracy in the norms, and lessons from history for improving the legal system.
After the reports, an active discussion took place, where conference participants exchanged views on issues of traditional continuity, legal reforms, and current challenges. In conclusion, the results were summarized: the importance of historical experience for the further development of constitutional law in Kazakhstan was emphasized.
The event contributed to a deeper understanding of the Constitution’s role in societal life and became a platform for scientific dialogue. WKITU continues the tradition of holding such events, which promote patriotic education and scientific research.
