On 14 October 2026, the Institute of Industry Technologies at West Kazakhstan Innovative and Technological University hosted a meeting entitled “Cybersecurity: A Culture of Self-Protection in the Digital Space.” The event was organised by the institute’s Compliance Service under the memorandum of cooperation between the university and the West Kazakhstan Region Police Department.

The meeting brought together police officers, faculty members serving on the Compliance Service, and students. Discussions focused on protection against cyber fraud, improving legal and digital literacy, and preventing offences among young people.

The meeting was moderated by T. Kh. Rakhmetov, Head of the institute’s Compliance Service, Associate Professor in the Department of Law, and Candidate of Legal Sciences. In his opening remarks, he stressed the importance of combating cyber offences and promoting responsible behaviour in the digital environment. Particular attention was paid to the principles of academic honesty, integrity, and respect for the law.

Representatives of the West Kazakhstan Region Police Department addressed the students: Police Major G. N. Murzagaliev, Senior Detective in the Cybercrime Prevention and Investigation Directorate; Police Major Alisher Nurlanovich Utegenov, Senior Inspector for Special Assignments in the Public Security Directorate; and Police Senior Lieutenant M. E. Kadyrov, Detective in the Organised Crime Directorate.

The officers outlined common online fraud schemes, the digital tools used by offenders, and the penalties prescribed by law. They also examined the risks of becoming involved in money mule schemes, which involve handing over bank cards, banking details, or access to accounts to third parties for illegal financial transactions. Participants learned how to recognise attempted fraud and respond to suspicious situations.

According to the officers, the region is seeing an increase in cybercrime and in the number of detected money mule cases. The police representatives also described the work of the specialised unit responsible for combating cyber offences.

The meeting also covered the implementation of the “Law and Order” concept, the prevention of offences among young people and minors, and compliance with road traffic rules. The officers provided examples of how digital technologies are used to support public and road safety and explained the applicable administrative penalties. Particular attention was given to bullying prevention and liability for extortion.

The presentations were accompanied by videos on the topics discussed. Students had the opportunity to ask questions and receive explanations from the specialists.

  1. B. Kairzhanov, Head of the institute’s Educational Affairs Department, reminded students of the need to comply with WKITU’s Rules of Conduct and Code of Honour. He emphasised the importance of mutual respect, courteous communication, and a responsible approach to legal obligations.

Concluding the meeting, T. Kh. Rakhmetov thanked the police officers for the substantive discussion and their contribution to improving students’ legal and digital literacy.
