On April 17, 2024, the West Kazakhstan Innovative-Technological University hosted a scientific and methodological seminar titled “Effectiveness and Efficiency of Higher Education Institution (HEI) Educational Programs.” The event was organized for heads of educational programs, heads of departments, and specialists responsible for the university’s academic policy.

The primary goal of the meeting was to improve the internal quality assurance system and develop the managerial competencies of educational program (EP) heads. During the seminar, participants conducted a detailed analysis of educational program evaluation methodology based on international quality standards.

Participants explored how to transform raw statistical reporting figures into effective managerial decisions. Special attention was paid to utilizing analytical data to monitor student achievements and the employability of graduates in the labor market.

The seminar speakers provided a clear distinction between key concepts. While effectiveness reflects the degree to which ultimate learning goals are achieved, efficiency focuses on the optimal utilization of the university’s human, material-technical, and information resources.

Within the framework of the internal quality assurance system, the role of EP heads was identified as pivotal. Tools for direct influence on program efficiency were demonstrated, ranging from updating elective disciplines to strengthening engagement with employers.

In the practical part of the seminar, EP heads discussed the implementation of the PDCA cycle (Plan – Do – Check – Act) in the annual curriculum update process. This approach is designed to make educational programs more flexible and adaptive to the evolving demands of the regional economy.

The seminar concluded with the development of recommendations to enhance practice-oriented learning and improve feedback mechanisms with stakeholders. Participants noted that the tools acquired would increase the competitiveness of WKITU’s educational programs and ensure high-quality training for future specialists.
