On April 29, 2025, at 10:00 a.m., in accordance with the work plan of the Compliance Service of the Institute of Industrial Technologies (IOT), an integrity lesson was held in the assembly hall of the ZKITU academic building (44 M. Ikhsanov St.). The event was conducted for students on the topic: “Respect for the Laws of the Republic of Kazakhstan. Prevention of Offenses Among Youth”. The session was attended by Sh. Alibekova, Senior Assistant to the Prosecutor of the West Kazakhstan Region, Justice Adviser, and B.M. Khairullin, Head of the Prevention Department of the Anti-Corruption Agency for the WKR.

The moderator of the event, Head of the IOT Compliance Service, Associate Professor of the Department of Law, Candidate of Legal Sciences, and retired Police Colonel T.Kh. Rakhmetov, introduced the invited guests to faculty members and students. He emphasized the importance of following the concepts of “Law and Order” and “Adal Azamat” (Honest Citizen), especially by the youth, as outlined by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, in his Address to the Nation on September 2, 2024, and during the 4th National Kurultai on March 15, 2025.

Sh. Alibekova, Senior Assistant to the Prosecutor of the WKR, spoke to the students about the current state of offenses among minors and youth in the region. She presented examples of young individuals being held criminally liable for drug-related offenses, extortion, and theft of property. She explained the provisions of Kazakhstan’s criminal law related to these violations and stressed the importance of respecting the laws, studying them, and improving legal culture.

In his address, B.M. Khairullin, Head of the Prevention Department of the Anti-Corruption Agency for the WKR, focused on the state of corruption-related offenses and measures being implemented to prevent them. He highlighted the widespread implementation of digitalization in public service delivery, providing examples from healthcare, education, and the work of Public Service Centers (CSCs). He explained the practical application of the “Color-Coded Money” method in budget programs in sectors such as construction, agriculture, and rail transport. He also informed the audience about the positive economic impact of funds confiscated from corruption crimes and illegally exported assets returned to Kazakhstan.

S.S. Tulemisova, member of the IOT Compliance Service, Senior Lecturer of the “Oil and Gas Engineering” Department, and Master of Technical Sciences, focused in her speech on the importance of students maintaining academic integrity and following the university’s “Academic Honesty” policy. She explained the principles of the “Adal Azamat” concept and encouraged students to develop into honest, fair, responsible, hard-working, and patriotic citizens.

Video materials on the topic were shown during the event. Guests answered questions from the students. Moderator T.Kh. Rakhmetov thanked the guests on behalf of the faculty and students for their meaningful contributions and wished them continued success in their service.
