On January 19, 2026, a guest lecture was delivered to students of the educational program 6B04202 “Jurisprudence” by Gulbanit Erbolovna Bisengalieva, a private bailiff of the Regional Chamber of Private Bailiffs of the West Kazakhstan Region.

The organizers of the guest lecture — academic advisors Senior Lecturer E.A. Karagoyshiyev and Senior Lecturer, Master of Legal Sciences A.K. Oteuova — delivered opening remarks, introducing the students to the professional activities and achievements of Gulbanit Erbolovna Bisengalieva, a private bailiff of the Regional Chamber of Private Bailiffs.

During the lecture, it was noted that the institution of private bailiffs is aimed at increasing the effectiveness of the enforcement of court decisions, reducing the workload on state bodies, and ensuring real protection of citizens’ rights.

A private bailiff (PB) is a person who carries out the enforcement of court judgments and other enforcement documents on behalf of the state, but on the basis of private practice. Their activities are regulated by the Law of the Republic of Kazakhstan “On Enforcement Proceedings and the Status of Bailiffs.”

Main duties of a private bailiff:

  • ensuring timely, full, and accurate enforcement of court decisions;
  • initiating enforcement proceedings;
  • identifying the debtor’s property and income;
  • carrying out enforcement actions in accordance with the law;
  • safeguarding the rights and legitimate interests of the parties.

At the end of the lecture, students asked questions of interest. The open lecture successfully achieved its objectives.
