On October 6, a meeting was held at the dormitory of WKITU (West Kazakhstan Innovative and Technological University), located at 43 Zhangirkhan Street, between the students living in the dormitory and officers from the Zhanagan Police Department of the Uralsk City Police Department, as well as lecturers from the Department of Law. The purpose of the meeting was to explain and promote the concept of “Law and Order” to the students.
Participants included the head of the Zhanagan Police Department’s Community Policing Division, Police Captain D.Zh. Tapalov; district police inspector, Police Captain U.S. Gaisin; juvenile police inspector, Lieutenant N. Sakhanova; and criminal police operative A.Zh. Utarov.
The meeting was moderated by Associate Professor of the Department of Law, Candidate of Legal Sciences, retired Police Colonel and Compliance Officer of WKITU, T.Kh. Rakhmetov. He introduced the law enforcement guests and emphasized that the meeting was being held within the framework of a memorandum of cooperation between WKITU and the Department of Internal Affairs of the West Kazakhstan Region. The aim is to raise students’ legal awareness and help them understand the principles of “law and order.”
It was noted that all citizens must maintain zero tolerance toward any legal violations. A new draft law “On the Prevention of Offenses in the Republic of Kazakhstan” envisions greater involvement of citizens in the prevention of offenses and violations, as well as significant incentives for citizens who actively contribute to maintaining public order.
Police officers D.Zh. Tapalov, U.S. Gaisin, and N. Sakhanova explained to students the main types of administrative offenses commonly committed by youth. These include petty hooliganism (according to Articles 434 and 435 of the Administrative Code of the Republic of Kazakhstan), such as smoking in unauthorized areas, littering in public places, using foul language, staying out late at night by minors, and violations of traffic rules (e.g., crossing roads in undesignated areas). They also discussed the legal consequences for these actions.
All these offenses directly affect the state of law and order in the city and specifically in the administrative territory of the Zhanagan district. Students were urged not to violate the law, as it could have a negative impact on their young futures. They were encouraged to show zero tolerance for offenses themselves, assist police officers in maintaining public order, and were wished success in their studies. The officers also answered all of the students’ questions.
Additionally, the Head of the Department of Law, Zh.K. Tuleugalieva, together with the dormitory supervisor A.A. Iskakova, visited all residential rooms where WKITU students reside. They checked compliance with the dormitory rules and, with the aim of fostering integrity, explained to students the requirements of the Academic Integrity Policy and the Student Honor Code. They encouraged students to be disciplined, responsible, and respectful toward one another. Students were advised not to break the law and were given an opportunity to raise any concerns or questions related to dormitory life.
