On September 3, 2026, the Compliance Service of the Institute of Education and Technology (IOT) of ZKITU held an awareness-raising session for first-year students residing in the ZKITU student dormitory. The session focused on the “Law and Order” concept and the importance of upholding the rights and responsibilities of all citizens in the context of implementing the provisions of the new Constitution of the Republic of Kazakhstan.

            The meeting was held with the participation of officers from the Zachagansk Police Department of the Police Directorate of Uralsk, as part of the Memorandum of Cooperation concluded between ZKITU and the Police Department of the West Kazakhstan Region.

The event was moderated by T.Kh. Rakhmetov, Head of the IOT Compliance Service, Candidate of Legal Sciences and Associate Professor of the Department of Law. He introduced the invited guests and participants, including E.A. Akbalin, Lieutenant Colonel of Police and Head of the Public Security Division of the Zachagansk Police Department, as well as officers of the department: B.M. Meneshev, Lieutenant Colonel of Police and district inspector; N.B. Sakhanova, Senior Lieutenant of Police and district inspector for juvenile affairs; and M.E. Kadyrov, Senior Lieutenant of Police and operational officer of the Criminal Police Department. These officers are responsible for maintaining public safety and law enforcement within the territory assigned to them, including the ZKITU student dormitory.

            The meeting was also attended by A.K. Bozymova, Founder of ZKITU; B.A. Bilashev, Director of IOT; members of the Compliance Service, including A.K. Dzhubaliyeva, Head of the Department for Academic Affairs; K.B. Kairzhanov, Head of the Department for Educational Work and Social Affairs; A.B. Satkaliyeva, IOT Dormitory Supervisor; and 117 first-year IOT students who have been granted accommodation in the ZKITU student dormitory located at 43/A Zhangir Khan Street.

            In his opening remarks, T.Kh. Rakhmetov highlighted the adoption of the new Constitution of the Republic of Kazakhstan through a nationwide referendum held on March 15. He emphasized the constitutional commitment to the ideals of a Just Kazakhstan, the principle of “Law and Order,” and the unconditional observance of human and civil rights and freedoms as an essential foundation for the development of society.

            He stressed that every citizen has a responsibility to respect the law and contribute to maintaining public order. The students were encouraged to become responsible and law-abiding citizens and to strictly observe the established requirements of the Student Code of Honour, Academic Integrity Rules, and the Rules of Conduct and Residence in the ZKITU Student Dormitory.

Police officers E.A. Akbalin, B.M. Meneshev, N.B. Sakhanova and M.E. Kadyrov provided students with detailed and accessible information on the practical implementation of the “Law and Order” concept. Video materials were used to illustrate key issues related to the prevention of cybercrime and drug-related offences, the maintenance of public order, and compliance with road traffic regulations.

            The officers presented real-life examples of offences committed by young people in Uralsk and explained the legal consequences and penalties resulting from such violations. They urged students to take their studies seriously, demonstrate zero tolerance towards unlawful conduct, and contribute actively to maintaining public safety and law and order.

Representatives of the IOT Compliance Service, K.B. Kairzhanov and A.K. Dzhubaliyeva, together with A.B. Satkaliyeva, IOT Dormitory Supervisor, explained the key provisions of the Academic Integrity Rules, Student Code of Honour, and the Rules of Conduct and Residence in the ZKITU Student Dormitory. Particular emphasis was placed on the students’ obligation to comply consistently and responsibly with these requirements throughout their period of study at the university.

            In their addresses, A.K. Bozymova, Founder of ZKITU, and B.A. Bilashev, Director of IOT, congratulated the first-year students on the beginning of the new academic year. They wished them academic success and encouraged them to take an active part in the university’s academic, research, cultural and sporting activities, while developing into responsible, proactive and socially conscious individuals and becoming true patriots of their country.

In conclusion, T.Kh. Rakhmetov expressed his gratitude to the police officers, university leadership, staff and all students for their active participation and engagement in the event.

            The awareness session served as an important component of the university’s preventive, educational and compliance-related activities, aimed at strengthening students’ legal awareness, personal responsibility, respect for the law, and commitment to the principles of “Law and Order.”
